"In 1981-82 the Legislative Assembly's Special Committee on
Education held 43 public hearings
throughout the Northwest Territories to gather information on all
aspects of public concern about education. Written in English and
Inupiaq, this document outlines problems related to: (1)
preparation for a traditional Native life versus preparation for
the wage economy; (2) choosing among bilingual, Native language,
and English-as-a-Second-Language programs; (3) the need for
culturally appropriate curriculum and instructional materials;
(4) poor attendance and high dropout rates; (5) discipline
problems; (6) lack of Native teachers; (7) inadequacy of
preservice and inservice teacher education in preparing southern
teachers for northern schools; (8) the need for parent education
and parent-school liaisons; (9) the need for adult and continuing
education; (10) limited funding; and (11) large differences
between educational policies and classroom practices. The Special
Committee made several major restructuring recommendations,
including the creation of: 10 divisional boards of education to
govern schools with the advice of local educational authorities;
a Secretariat of Learning to respond to demands for learning from
the private and public sectors; two centers responsible for
curriculum development and teacher education; and an Arctic
College. In addition, 49 specific recommendations address issues
of administrative structure, school programs and curriculum,
language of instruction, teacher education and recruitment,
special education, adult education, and policy implementation.
This document contains a bibliography of approximately 270 items.

"This collection contains 15 essays by teachers who
participated in the First Annual Rural Alaska
Instructional Improvement Academy in Fairbanks in May 1987. The
essays were written as a
follow-up to the academy, based on the teachers' reflections on
their own experiences in rural
schools as well as on the academy workshops they attended and on
the four readings included in
section 3 of this publication. The teachers were asked to write
about either their own notions of the
ideal schooling process for rural Alaska (section 1 of the
essays) or what they considered to be an
appropriate curriculum unit for village schools (section 2).
Essays in section 1 discuss culturally
relevant education for Alaska Natives; empowerment of
communities, particularly Native villages
with tribal governments; a process-oriented curriculum with a
project-centered approach to
experiential learning; school-community cooperation;
parent-student involvement in activities
strengthening different types of intelligence; community-based
curriculum; obstacles to
educational change; and cultural and multicultural education. In
the second section, the essays on
proposed curriculum units contain suggestions for: (1) use of
rabbit snaring to teach kindergarten
and first grade language arts; (2) implementing a senior research
and writing project on jobs held
by non-Natives in Native villages; (3) involving third graders in
projects related to the Sister
School Exchange Program and the Australaska Writing Project; (4)
teaching Japanese culture to
high school students using the movie ""Ran"";
and (5) teaching Japanese culture to elementary
students through music. The teachers' background readings
contained in the third and final section

historical perspective on the
Native American cultures of New England and promote a sensitive
understanding of
contemporary American Indian peoples. An emphasis is upon

presently existent in the Concord River Basin. Locally found
artifacts are used in the reconstruction
of past life ways. This archaeological study is presented side by
side with current concerns of New
England Native Americans. The sourcebook is organized in six
curriculum units, which include:

"Cultural Lifeways: Basic Needs"; (4) "Cultural
Lifeways: Basic Relationships"; (5) "Cultural

Lifeways: Native Americans Today."
Background information, activities, and references are provided
for each unit. Many of the lessons
are written out step-by-step, but ideas and references also allow
for creative adaptations. A list of
material sources, resource organizations and individuals, and an
